Will number portability and other government rules cost you $2.62 a month?

A study suggests that government regulation in the cellular field costs consumers up to $2.62 a month, since the costs of complying to such rules as the location 911 or number portability services have to be reflected in the subscription fee. (source) That study is to be taken with a grain of salt though, since it was conducted by the Freedom & Progress Foundation, an organization that lobbies for deregulation and whose fund contributors include... Sprint and Verizon.
