TNT! for Virgin Mobile: Can $19.99 Really Buy You a Decent Cell Phone?

When it comes to buying a new cell phone, $19.99 is like doing the limbo. Unless a special deal scores you one for free, that price is pretty much as low as it goes.

But does the pint-sized price for the all-new TNT! for Virgin Mobile ultimately come with a phone that delivers or disappoints?

Would 30 bucks more for the new Arc flip phone, which was just released in conjunction with the TNT!, be a better buy?
