An infrared port facilitates exchange of information between the phone and your PC. Conveniently replaces using a data cable, as long as your PC is also infrared equipped.

That feature is usually seen in laptop computers. The advantage of a data link, either infrared or through a data cable, is that it lets you manage your phone's contacts list from your PC (software usually sold separately). In some cases, it can also be used to transfer special graphics or ringtones to your cell phone.
